Public Policy Manager, Consumer Safety and Threat Disruption

Menlo Park, CA Public Policy Meta is looking for an analytical Public Policy Manager with experience in policy, cybersecurity, government, business operations, or law to support Meta’s efforts to counter scams and support our Consumer Safety Policy Team and Security Policy team. You will work closely with a number of other teams at Meta, including our Operations, Product, Legal, Communications, and Public Policy teams. You will play a key role in developing, applying, and communicating our Fraud & Scam and Consumer Safety Policies both internally and externally. You will also manage high-profile content escalations and coordinate our signal sharing programs to enable partners across industry and government to counter scams. The signal sharing work will involve extensive external coordination with partners around the world.

Public Policy Manager, Consumer Safety and Threat Disruption Responsibilities

• Help craft and implement content policies that take into consideration the needs of a global community
• Collaborate with Policy, Product, Legal, Operations, Communications, and external stakeholders to drive policy improvements
• Act as a global escalation point of contact and manage internal communications for policy issues
• Help articulate policy philosophy, launches, and changes to relevant parties, including management, operations, and other internal and external stakeholders
• Build relationships with and understand the perspectives of partners on internal teams, such as Public Policy, Communications, Operations, Product, and Legal
• This role may involve exposure to potentially graphic and/or objectionable content including but not limited to graphic images, videos, audio, and writings, offensive or derogatory language, self-injury, animal abuse, and other content which may be considered offensive or disturbing
• Given the demands of content-related escalations, the team is expected to work irregular hours, including early mornings, late nights, or weekends
• Strategically adapt, work independently, and rapidly earn credibility and trust within all levels of the organization
• Critically analyze and communicate the costs and benefits of refinements to policies and their implementation
• Develop and manage programs designed to share actionable intelligence about cyber-criminal groups, frauds,and scams with industry and government partners
• Operationalize incoming intelligence to inform and accelerate disruption efforts and enforcement strategy
• Coordinate with industry peers to maximize collective impact against shared threats
• Partner with investigative teams to drive takedowns and deterrence of adversarial threat actors globally
• Support regulatory response and strategy in Europe focused on frauds & scams & adversarial threats
• Work with Product & Engineering teams to translate investigative insights into scaled detection & enforcement solutions
• Partner & support cross-functional teams to externalise enforcement actions & findings where appropriate

Minimum Qualifications

• Bachelor’s degree in Business Management Technology Law Policy or related field
• 8+ years experience in policy government cybersecurity project management law or operations
• 6+ years experience supporting policy security law or similar as a single-thread owner demonstrating independent assessment analysis execution
• 6+ years experience owning partnerships with shareholders internal/external partners cross-functional contributors or similar parties in order to build consensus

Preferred Qualifications

• Knowledge of Meta products & principles
• Law degree MBA MPP MS Engineering or other advanced degree
• 4+ years experience working in one or more regulatory spaces: financial services weapons/firearms health & wellness gambling frauds & scams
• 4+ years experience working in content policy or related field in big tech space
• Experience presenting to executive &/or regulatory audiences
• 4+ years expertise crafting formal policy documentation for wide-ranging audience
• Demonstrated expertise litigating/managing policy concerning potentially graphic & objectionable content
